The Steps of Reproduce:
1. New a project and a report
2. Click Master Page icon in Layout view to shift to Master page view
3. Add AutoText items in header and footer in master page
4. In Property Editor- Master Page tab, select Header/Footer
5. Select Show header on first; Show footer on last; Floating footer

Expected Result:
Show header on first; Show footer on last; Floating footer should work.

Actual Result:
Show header on first; Show footer on last; Floating footer don't work.

floating footer is not support in 1.0.1, so move it to BIRT 2.0

support show-header-on-first, show-footer-on-last in RenderTask, but it is still not supported in RunAndRenderTask.
