This is partly supported now, still need the ability to set votes, but that's pretty closely tied into the web UI.  Perhaps we just need an action to open the voting page?

Yes, that would resolve this for the foreseable future.  I suggest that you just make "Votes" a link, and make it always show, even when there are 0.

I think we still want to add proper rich editor support for this but should probably wait until the editor refactoring is done.

It would be great to collect thoughts for the UI and work flow for voting so we can take that into account when redesigning the editor API. Should voting be done through links and reload the editor to reflect the updated votes or should this be a regular editor submission or should this work entirely different?

Ideally I think voting would work as part of a usual editor submission (a field for number of votes may be necessary for some repositories).  Viewing who as voted could open a dialog listing user ids to votes.

Rob, things might be bit more complicated. Adding a checkbox like "voted" seem sufficient from the end user UI (then it will require an extra server call upon submission to Bugzilla). List of voters can be probably shown in the People section next to CC list (though retrieving that list will be another extra call for both Bugzilla and JIRA and I don't think JIRA provides an API to read list of voters, other then screen scraping the web pages).

However if submission fail because user exceeded number of allowed votes for given Bugzilla project the UI should allow some kind of conflict resolution. Here is how Bugzilla voting UI look like.
