This bug is extracted form bug 71081. Interesting reads start with bug 71081,
comment 5.

Users can configure which editor opens for which file extension and/or content
type but the document creation and setup is provided by the plug-in providers
via extension point and can't be configured by the user. There's also no way for
an editor provider to specify which document implementation along with file buffers.
