[RC3], Windows XP, multi-monitor

1. Tear off the outline view
2. Make the Package Explorer the active view
3. Select Window->Show View->Outline
4. Click in the menu, approximately where you see the greyed-out Window menu
5. The Project menu opens, as if it was overlayed on top of the menu bar you
just saw (see screenshot)

Boris, this appears to work now (at least with the steps described here). Feel free to re-open if you can repro).
