- Open Close view
	- switch fingerprint to navigator  (TC)
	- add resource navigator to test title
	- remove other teams tests (no bug explaining)
	- for our tests that remain and fail log a bug indicating that sometimes this
test runs too fast and is not meaningful (under 50ms for example)

- Open Close Perspective
	- swtich fingerprint to Performance perspecitve (TC)
	- add perspective name to test title
	- no bug explaing , tests run in reasonable time

- EmptyPerspective2
	- when we remove this test from the fingerprints to the open close tests add
comments to why
	- the test does not test anything as it is empty persp. to empty
	- log a bug and tag

- Resize Perspecitve
	- remove all tests that are not resizing perspecitves we own
	- keep the current Window Resize fingerprint (no bug explaning as we don't know)

- Resize View
	- remove all tests that are not resizing views we own
	- log a bug for failures indicating that some run too fast.  (under 50 ms)

- RCP tests perf. tests not being run in 3.0
	- slower since RC1 (NE)

Verified in 3.1
