The CVS Repositories view seems to open every file in the text editor,
regardless of whether there is a system editor or an internal Eclipse-defined
association for it. 

My manager noticed this when he tried to view a Word file in our CVS repository.
To view the file, he had to check it out to his workspace, then switch
perspectives to open it from the Resource view. It seems like an awful lot of
work just to view a file.

It'd be nice if the CVS Repositories view included the "Open with >" actions in
its context menu so users could choose which editor to use, but I'll file that
as a separate enhancement request.

They are not ignore. We just don't support opening an external editor on 
remote contents (since external editors require the contents to be local). 
This could be faked out bu using a temp file as described in bug 37255.
