Reopening a file already opened in the embedded browser opens a new editor.
How to reproduce:
- open a file with the embedded browser
- from the resource navigator, right click on the same file again and say : open
in web browser, you will get a second editor.

This is because the browser support uses an external file launcher.

How did you open the file? Were you using File->Open With->Web Browser? The default is to use the internal browser editor, which will be reused. If you are using non default preferences you may see the file open in an external browser in which case there is no attempt made at reuse since Eclipse does not know whether the browser is still open or what pages it is showing.
