Projects should leverage only published APIs of dependencies. As a Release Review requirement, deviations should be listed as part of a migration plan, with bugs listed where APIs need to be provided by dependent projects.

Assigning DaveM so this has an owner - DaveM owns most of the dependent bugs.

All RSE use of Platform non-API have been documented in the bugs blocking this one, and will be worked on moving forward. As of today, we don't yet know whether we'll need additional API from Platform.

Having our use of non-API documented in dependent bugs marks the Galileo requirement complete.
