With the upcoming 0.10.0 release this week, I think it is time to adjust the list of active committers of the project.

Both Simon and Ana have withdrawn from the project in the past months (as can be seen on https://projects.eclipse.org/projects/technology.smarthome/who), so I would suggest to retire them and nominate them for the committer emeritus.

Let me know if you have any concerns.
