Yes, ICE and EAVP will release against January. As soon as we get releng going for January we will make the switch.

AFAIK, the first seven on your list are in Orbit. I don't know about Jama.

whether some of these have global approvals already:
- ANTLR runtime
- Guava (I think, com.google.inject package)
- slf4j
- apache log4j
- glazed lists
- apache commons lang
- apache commons math3
- Jama
