[science-iwg] Top Level Project update

Dear Science SC,

We have an important decision to make related to the TLP.

It boils down to:
a) drop the LGPL prereqs, and have the TLP approved in May (next phone 
board meeting as EF electronic voting has some quirky quorum rules that 
make it not a good choice)
or
b) Keep the LGPL prereqs, and it'd be June or later (for the next face 
to face board meeting) before we'd have the TLP.

We chatted about doing a, and coming back for b later but he cautioned 
against that approach as it might come across the wrong way with the board.

My $0.02 is that we should go for b. We need it, we've already waited a 
while, so we should push for what we really need even if it's going to 
take a bit longer.

What do you think, a or b?
