[science-iwg] Improving the project on-boarding (aka. incubation) proces

Dear Everyone,

There is some great work being done to make improvements to the 
incubation process. These affect Science WG projects & Science WG 
projects were part of the inspiration for them.

There are child bugs hanging off that one tracking specific 
sub-tasks/components.

In the near future, I'll briefly summarize what this means in more 
detail on this list. Personally, I feel this is a very positive thing 
and should help projects move faster during incubation without 
sacrificing the valuable seal of approval that comes from being a mature 
Science WG  & Eclipse Foundation project.

Kudos to Wayne Beaton for leading these efforts.
