[mosquitto-dev] Version 2.0.8 released

Dear all,

Mosquitto 2.0.8 is now available. This is a fairly minor bugfix
release, but as I was making changes to the docker image it made sense
to do the release as well.

Docker users of the 2.0 image can now specify that they want to run
without authentication without needing a configuration file, by
setting an environment variable:

docker run -it -p 1883:1883 -e NO_AUTHENTICATION=1 eclipse-mosquitto:<version>

Note that this change hasn't yet been merged by dockerhub. All other
binary packages provided by us are available, including the debian
packages at repo.mosquitto.org.
