[leshan-dev] merging leshan-bs-server into leshan-standalone

Hi,

I would like to add a UI to the demo bootstrap server in the leshan-bs-server module, but it's tricky because it means sharing code (js/css) with the leshan-standalone module.

I think a solution would be to merge the two project by just running the bootstrap server on a different CoAP port.

So when you run standalone you have a device management server and a bootstrap server running.
