 I think 7 days is still short. People go on vacation, have other commitments, projects, etc. I think 2 weeks is more appropriate to give everyone a chance IMO.

Well, as this is an API project, I'm actually fine with a longer voting period. Something like 7 days perhaps? This should be enough time for everyone to vote on a topic.

Sounds good. What about timings? Voting should last for at least a couple of days to let everyone have a vote.

My concern with only requiring a number of votes is that 3 commiters could vote positively on the first day and the PR gets merged.

It's common sense not to do that, but defining some timeframes (i.e.: at least 3-5 days of voting) would be useful.

AFAIK the Eclipse Development Process doesn't describe concrete voting rules. So we need to come up with our own rules. Fortunately the voting rules used in different communities are very similar. Therefore, I propose to use the same voting rules which are used for Committer Elections according to the Eclipse Project Handbook. These are basically the same as the rules described in the Apache Voting Process.

  A vote is considered successful if there are at least three +1 votes and no -1 votes.

We could use this voting rule for both general votes on the mailing list and also for voting on pull requests.

What do you think? Are formal rules required? If so, do you like this rule?
