Well I did specify glibc in the CQ, I'd forgotten about other implementations of the C standard library in my rush. We're not actually building or testing with any alternatives to glibc in Paho, but they could be used.

I think that glibc could be an exempt prerequisite on the basis of its
pervasive nature.
It does feel as though this is a case that the guidelines don't quite
cover. glibc isn't the prerequisite, an implementation of the C
library is.

An exempt prerequisite does seem to be the most appropriate choice here though.
