From the "Guidelines for the Review of Third Party Dependencies" 'A
prerequisite may be classified as "exempt" by the EMO if the
software is pervasive in nature, expected to be already on the
user's machine, and/or an IP review would be either impossible,
impractical or inadvisable' I imagine …
I think that glibc could be an exempt prerequisite on the basis of
its pervasive nature.
The Arduino request is part of the set of operating environment
requests for the embedded client, which includes:
FreeRTOS
ARM mbed
TI cc3200
as well as Linux. And I hope other embedded operating systems and
network stacks in the future. Apart from being a pre-req, another
possibility is that these are works-with dependencies, under section
a) ii)
"The Eclipse software is designed to work with multiple third party
software choices that provide similar functionality - the choice of
which to use is up to the user. At least one of those must be a
prerequisite (see below) or approved by the EMO for distribution by
the project. Example: If a project requires a persistence mechanism,
it can allow the user to select from several different
implementations."
where the Linux implementation can be the prerequisite, and the
other operating systems are works-with. Whatever choice we make, I
think the Arduino software should be treated the same as mbed,
cc3200 and FreeRTOS.

Since most of the rest was qualified as a pre-req,
I guess that might be the best choice here as well, would you
