We used to have a requirement that the PMC "discuss" a works with on their public mailing list. The change that we made is that the discussion can now just happen on the CQ itself. It makes it a lot easier for everybody this way as it more tightly couples the request and hypothetical discussion (and since the discussion PMC mailing list is cc'd on CQ comments, the discussion is transparent).FWIW, most of these "discussions" end up being a bunch of +1s from PMC members; but at least in some cases, clarifying questions are asked.

So the advice to socialise the request with your PMC is still valid. Albeit, not absolutely necessary in all cases. Whether or not it is actually necessary to socialise the request varies by PMC.
