[ee4j-pmc] Add Mockito for unit-tests to Open MQ

Hi PMC

We would like to add Mockito for unit tests to Eclipse Open MQ. I see previous EE4J Project approvals (e.g. here). My read of the policy is that 'workswith' approvals can be of project-wide scope. I'm not sure where this is tracked.

Please advise what further actions are needed to log this use by Eclipse Open MQ?
