[ease-dev] Adding scripts to main menu/toolbar

The EASE scripts page discusses keywords that can be placed in the
magic headers:
https://wiki.eclipse.org/EASE/Scripts

These include `toolbar` and `menu`, which take a View ID, or View
Title.  Does this mean that it isn't possible to place a script in the
top level toolbar or menu?
