[cdt-dev] Install CDT 9.11 from p2 fails due to unavailable mirrors

These days I tried to install 9.11 from the public p2 url, and I constantly got

There are tens of such errors, and canceling the install and trying again did not change the mirror url.

The only successful way was to download the .zip and install from the local archive.

Alexander mentioned some possible mirror configuration issues, perhaps they need to be addressed.
