[cdt-dev] Chat channels for eclipse-cdt

Hey gang, I want to push this forward.

While bugs and issues are great for focused discussions on specific bugs and issues, and the cdt-dev list is great for announcements, I see a need for a place to have general discussions we'd have in the halls or shouting over cube walls if we were all working in the same building. A place to bounce ideas on direction, ask questions, get a feel for what everyone is working on. And it would be great to do that in a public forum so that we can inspire others to join in the fun. Watching the Theia channel, I've been inspired at how well it's working.
