[andmore-dev] UI to start existing emulators

Dear Andmore developers,

Jonas recently announced that we are working on support Flutter in the
Eclipse IDE reusing the language server implementation of VS Code.

As our Flutter supports matures we would like to add the option to
start existing emulators. At the moment we do not need to option to
create emulators, as VsCode we rely on the existing Android Studio
tooling for that.

Do you have a reusable UI component to start existing emulators? If
yes, could you contribute it to Dartboard? Please see
https://github.com/eclipse/dartboard/issues/151.
