[wtp-releng] Need to add "JavaScript Development Tools Chromium/V8 Remote Debugger" to webtools.repositories

We want to add JavaScript Development Tools Chromium/V8 Remote Debugger (which is the former Chrome Developer Tools Debugger contributed to JSDT project) to webtools.repositories in order to make it possible to install it independently of JSDT and/or other WTP features.
This can be useful for the many of users who previously were using it and still might want to continue to use it without installing WTP features (and this is what we actually promised to Goggle).
I've opened https://bugs.eclipse.org/bugs/show_bug.cgi?id=488144 - "Need to add "JavaScript Development Tools Chromium/V8 Remote Debugger" features into WTP Repositories" and provided the Gerrit-change for the issue which (if not enough to fully fix the issue) can be used to see what features are to be added for main debugger's code, for its source code and tests.
For some reasons I'm not able to build whole webtools.releng.aggretator project on my environment, the project has to Gerrit-trigger for Hudson as well - so my fix is not tested. As such, please do not apply it without reviewing and testing it first.
Could you please help to fix this issue?
