[wtp-releng] status and outlook for this week's I-build

Just to let everyone know, you'll see
the last two I builds finished with no Unit tests being ran. 

The first time was an error I made releasing
some code, the second time I deliberately killed because some other code
did not get released in time to make the build (due to of infrastructure
delays), and given that the build machine is "maxed out", I thought
best not to "waste time" testing a build we would not be using.


I've restarted the I build, but it probably
won't finish until 4 or 6 PM (Eastern) today. 

I'll send official smoke test request
once it is ready.
