[wtp-releng] Remember not to release for 3.1.x 
I'm fairly sure we are done with 3.1.1, but we still need to confirm bug 
289090 and create update site, etc. 

I will wait until approximately 9/25 before switching builds to "3.1.2". 
If this is problematic for anyone, let us know. 

Assuming we do not have to respin, I'll rename our latest M-build to 
R-3.1.1-20090910022803 on the day of the official Galileo SR1 Release 
(9/25).

I am declaring this build since I don't think we will need to respin,
but we will still need to confirm the Platorm can fix bug 289090.
