Smoke Test Request for WTP 3.1.0 S-build for RC1

Please document your Project's testing and approval of our 3.1.0 RC1 S build,
by today, Tuesday, 2 PM (Eastern Time), or let us know if that's not possible.

There is another build running now, that picks up a couple other PMC approved fixes,
but it will not be done until 3 or 4 PM so ....
1) if any sign of trouble, it will be abandoned and we'll declare current one, and
2) teams can test current one, and only those contributing to that currently
running one will need to re-confirm it this afternoon. (if in doubt, you can
compare the map files (directory.txt) once it's done).
