[wtp-releng] XSL Tools Build needs Newer XML/SSE dependencies

The latest XSL Tools build needs a refresh of the most current WTP 3.1 builds, as it has a unit test that depends on bug 272760 and the patch that was fixed in that bug.

This is currently causing the XSL Tools Build to fail...I'll back out the test until the dependency can be updated.
