[wtp-releng] How can I watch the builds?

Our Cruise control interface is currently
"broken" (someone allowed me to make changes to the config file
:) 
And, not sure it ever worked that well,
because the logs are so huge. 

So .. for now .. you too can become
an build apprentice. I've written up some of the basic stuff to get you
started in

(P. S. this is not substitute for doing
local PDE builds in your development environment ... my experience is those
PDE builds 
catch  errors 80 to 90 percent
of the time (especially if you turn on your validation/error messages correctly).
