[wtp-proposal] May 23 Summary of Web Tools Project Proposal

(As part of the membership-at-large comment process, I will be summarizing
the discussions and feedback at the end of each week: April 30, May 7, May
14, May 21, and May 27. This is the fourth of those summaries. I invite you
to correct any errors I have made.)

Unfortunately, there is no progress to report for week four of the
membership-at-large comment period.
The proposal has not been updated to incorporate the feedback from the
community so far.
This week, there were only three messages of significance in the newsgroup
and one on the mailing list: a question and reply involving licenses, a
question about whether the exemplar tools will be useful, and a reply about
PHP inclusion.

I had expected the proposal to be updated last week - now I definitely
expect it to be updated this week. This week was supposed to be the final
week of the comment period, but we will probably extend the comment period
to allow the membership to review, critique, and comment on the revised
proposal.
