It doesn't appear that there are any rules regarding dependencies on
incubating projects in the EDP or for the simultaneous release, and
I don't believe that WTP has any particular guidelines in this
area. There are rules for "Incubators", but that doesn't apply to
this discussion.
We should probably first decide as a PMC what we think is
appropriate for WTP regarding dependencies on incubating projects.
I think in general this is seen as taboo given the perceived risk
associated with such a decision, but perhaps it is reasonable to
have exceptions for certain cases. In any case, I think it
warrants further discussion, so let's add this to the agenda for the
next meeting.

- OSGi Enterprise Tools. The Creation Review is delayed due

and if they can change their mind.
Bernd requested me to ask the following question Neil and
the PMC: Is it *a must* to have Graphiti graduated
before accepting the JPA Editor as a component of Dali?
Perhaps, this is a requirement of the Eclipse Development
Process. In this case, there is no question about it. But, if
EDP does not require it, then it is up to the decision of the
Dali project.
