Excellent - I whole heartedly agree and I apologize for any confusion due to my words. Go for it!

Bjorn, we did all agree on the PMC call today that no one intended "incubator" in the new sense of 'incubator' as per the Eclipse Development process, so unless there's other objections, I assume all is clear to create this new component, as I've documented in this bug.
