In future please post this sort of question to the eclipse.webtools.jsf 
newsgroup at

The org.eclipse.jst feature is available in the WTP 1.5.x release zip.  
WTP 1.5.x and it's dependencies are required to run JSF tools.

Can ask why you are not using JSF 1.0?  You can get this by installing 
the WTP 2.0 from the webtools download page at: 
http://europa-mirror1.eclipse.org/webtools/downloads/drops/R2.0/R-2.0-200706260303/
