[wtp-incubator-dev] Vex Maven/Tycho CI build

The Vex CI build has been migrated to maven.  Due to some odd issues 
with the workspace, I've created a new job for this.   The old job is no 
longer around.

At the moment Team Project Set files are not being created, but an 
update site is being created.

All unit tests are running, and the FindBugs and Dry reports are working
