Signing has to be turned on (or off).
Normally, that's done with our "S-build" vs. "I-build"
jobs. It is too expensive to do for each and every build, normally. 

Once both I and S build jobs exist,
the I build are enabled, normally, with the S builds "paused"
but as the time for a milestone approaches, I builds are paused and S builds
turned on. 

At least, that's how we've been doing
things in the main WTP builds. 

Want me to set you up an S-build? Want
M2 redone? Or (my preference) have in place for M3? As far as I can tell,
the xquery bundles have never been signed, so wouldn't seem to be a regression
or functional problem.
