I think I have the necessary files setup for automated builds for 
XQuery.   Right now there are no unit tests, but that will be changing 
in the coming weeks as Sam, Gabriels, Williams code gets certified for 
parallel IP.   I want to get the builds running with what we have 
currently so I have a basis to work from when their code gets added.

This is being tracked under bug 288419, there is a patch file there that 
needs to be applied to one of the releng folders I don't have write 
access too.
