I can look at this closer later today, but in the mean time, could it be 
that the bundle is "packed" (instead of having "unpack='false'" in the 
feature.xml. It appears that hasn't changed for some time, so not sure why 
it would suddenly effect things ... but, only thing I see right off.

Hi David,

The jaxws build is throwing the exception "Could not find plugin 
"org.eclipse.jst.ws.cfx.tests"" when running the test suite.

That test entry plug-in is there so i'm not sure what's causing the 
problem.

Any ideas?
