[wtp-incubator-dev] Commit rights for Kathy Chan have been expired

David Williams has expired the commit rights for Kathy Chan (kchan).  The
reason for this change is:

Kathy has moved on to other Projects and won't be active in 'incubator' any
longer so formally removing from committer list. Much thanks Kathy for all
your help.
