[wtp-incubator-dev] Commit rights for Jesper Møller have been expired

David Williams has expired the commit rights for Jesper =?UTF-8?Q?M=C3=B8ller?= (jmoller). 
The reason for this change is:

Jesper hasn't committed anything for a long time, and through some e-mail
exchanges, has confirmed he won't be able to be active enough to be a
committer, though he hopes to still contribute a patch here and there. 

Jesper was instrumental in getting the XSL component started, which is much
appreciated, and we'll look forward to his future contributions.
