[wtp-incubator-dev] Commit rights for lars gersmann have been expired

David Williams has expired the commit rights for lars gersmann (lgersmann).
 The reason for this change is:

I'm removing Lars from committer list, due to inactivity. 

I've exchanged e-mail with Lars and he agrees he has been too busy with his
job to commit to this project. He hopes this this will change in the
future, and if so, he'd be welcome back (we'd still need to vote him back
in, but I it'd be easier than usual ... just a few contributions instead of
scores of them.) We appreciate Lar's work in the area of XSL and his
"setting the bar" in Eclipse XSL tools with his OrangeVolt work.
