You opened https://bugs.eclipse.org/bugs/show_bug.cgi?id=424092 "Enable Gerrit for webtools.releng repositories", which was done on Oct. 15, 2015. As such, webtools.releng.aggregator is using Gerrit. (Almost all WTP repositories are using Gerrit now- the last ones will be converted soon.)
