I’m OK with Tools, since I’m on the PMC there :). Maybe we need to move the HTML, CSS, and _javascript_ tooling there too so that it can be reused in non-Web stacks (thinking out of the box that is)? Either way, we need to involve the WTP at some level.
BTW, I find it hard to think of Mobile as a thing anymore. The programming technologies we’re running there are almost all taken from the desktop, including HTML5 and friends. I remember our old friend Doug Gaff mentioning at an early EclipseCon that this
convergence was going to happen, and it certainly has.

Unfortunately, Eclipse no longer has an obvious top level project for mobile.
For Cordova tools (I called it Hybrid Mobile Tooling actually) , I was leaning towards Tools Project because WTP does not mix with mobile much.
