You can find the format of this file described here:
Everything in terms of the project's documentation is available either via the web site or CVS..no secret archives :) There are a couple XML files that exist in the web site's directory on CVS that help eclipse.org scripts keep track of all the projects and build a 'master schedule' that might be worth poking around in, but should all be up to date excepting the new committer&project lead.

I noticed a mention of a possible project log file in the
provided documentation. Is there a current log file in use for the VTP?
Also, it would be a great help if you could send me any other
accounting/management artifacts that have been created since project
inception.
