Re: [tools-pmc] PMC approval for composer usage in PDT

I wonder if the upcoming new IP policy changes have an impact here.

We really need to make sure our tooling is supporting the 3rd party tools
our users want to use.

It would be like the CDT not supporting the gnu build tools. Where would
we be without that? Let's make sure none of our tools end up in that place.
