[tools-pmc] PMC Approval for Linux Tools 5.1.0 for Neon.1

Hello,

I am looking for approval for the 5.1.0 minor release of Linux Tools
intended for Eclipse Neon.1.

The minor release adds support for Docker compose, adds support for external
Docker registries, adds a Docker Image hierarchy view, adds improved Docker daemon
connection detection, and makes multiple bug fixes.

The ipLog has already been submitted.  The release review can be found at:

https://projects.eclipse.org/projects/tools.linuxtools/releases/5.1.0/plan

and the N&N can be found at:

https://wiki.eclipse.org/Linux_Tools_Project/News/NewIn51

The N&N will be updated before the release to include snapshots.
