I don't consider it strange.

Reviews are intended as project checkpoints. You might think of it as a leverage point that we use to make sure that--among other things--intellectual property is being correctly tracked. Any IP that is not appropriately tracked is a potential exposure for the whole organization, community, and ecosystem (i.e. a bad thing). Even if we detect an error years later, it is still an error that needs to be corrected. If not during these checkpoints, then when?

For completeness, it is the IP team's responsibility to assess risk. In this case, they have deemed that the IP Log approval process will move forward while the older issues are being addressed.

I need to be able to map every third-party dependency distributed by the
project to a CQ. If there is no CQ for an identified library, then you
need to give me a reasonable explanation for why a CQ is not required,
create a CQ, or remove the file.

For the remediating CQs that you have already raised, I suggest that you
keep in contact with the IP team to ensure that they are resolved. Once
those CQs have been processed, resubmit your IP Log.

Unfortunately I am unclear on the status of IPLog at this point. There
is an outstanding issue concerning older m2e releases, but we addressed
all issues with 1.4 release so I am not sure if we are supposed to wait
some more or not.
