[technology-pmc] Project charter

Greetings esteemed Technology PMC colleagues,

I'd like your input into our charter [1]. We're well-past the time to 
update it and I'd like your input.

I'll take the first step and update it to the Phoenix skin (PHP-ify it). 
In the meantime, please send your comments to this list so we can 
discuss possible changes.
