Well... the short answer is talk to the PL or PMC of your project.
Kentarou Fukuda is the PL and is the best person to be doing this.

you should be able to manage your bugzilla components. Use your CVS
login, not your bugzilla account to log in.

take
it that the attachment will include everything that will be committed
to
CVS
- source, resources, images, docs, legal, and build scripts.
Create a single zip
file
for all of them. Only thirty party libraries need to be separate out
and
filed as one CQ per library.
