Yes, because:
* issues have to be listed somewhere for community knowledge
* tracker ensure that if we don't fix them now, we won't forget them
* tracker ensure that we will discuss issues and contributions in an efficient way (it's easier to follow discussion with tracker)
* tracker will keep track of progress
* tracker will keep track of people who've shown interest in these issues
* tracker will keep track of intellectual property.
* ... and more

And specifically at Eclipse.org, Bugzilla and Gerrit are the only 2 allowed entry points for contribution, we can't accept patches coming from mails and other media.
