[stp-pmc] Update on Committers/Components etc

Our community review for addition of new components has been
successful [1],
and we are moving forward with the provisioning, etc.
You will have seen on the dev list a lot of new committer elections
taking
place. Apologies for exercising your voting fingers, but if you could
take
a visit to the portal[2] and cast your vote on the matter of the
election
of these *initial* committers, we would all appreciate it.
Once these committers have been elected, I will be sending out the
*final*
version of the committers spreadsheet, updated to include component-
specific
information, to comply with the move to using unix groups for
component-level
access control. [EMO take note]
The new component developers seem excited and motivated, which is great
news for the project as a whole.
